Starting immediately, fully vaccinated Manitobans will be able to request their pan-Canadian proof of vaccination credential (PVC) that was rolled-out by the federal government last week.

By Nov. 30, all Canadians will need to show their PVC if they wish to travel by air, rail, or ship.

“The national card uses a QR code just like our immunization card does,” Minister of Central Services Reg Helwer said in a press conference on Monday. “But to make it simpler for Manitobans, you can do it all from one place, through our online portal. If you already have your Manitoba immunization card, please log into your online account and follow the prompts to request your pan-Canadian PVC. You can choose whether you receive this QR code as a PDF document by email, or you can save it to your device.”

Starting Saturday, residents will be able to use their PVC in Canada. By early November, Manitobans will be able to use the existing Manitoba immunization app to request and display both their Manitoba proof of vaccination credential as well as the PVC. By mid-November the province will launch a new version of the Manitoba immunization app that will be able to verify both provincial and federal vaccination credentials.

“And while we are still in our fourth wave, and our public health officials continue to recommend that we limit our travel, we know that a safe resumption of travel is important and necessary for many people,” Helwer said. “Using this credential, we will be able to safely visit our family and friends, conduct business and enjoy all of what our country has to offer.”

The PVC will include additional personal information compared to Manitoba’s vaccine credential. Information on the federal credential includes name, date of birth, date of immunizations and vaccine types.

When asked if the vaccine verification system will eventually be deactivated, Helwer said he could answer the question when international jurisdictions no longer require proof of vaccination.

“I don’t’ know if there’s a date we can set for that,” he said. “Domestically, it’ll be up to some of the provincial governments when we no longer need proof of vaccination, but internationally the federal government will have to deal with that.”

The PVC must be used for domestic travel and when returning to Canada. All Canadian jurisdictions have signed on to the program.

“More than 83% of eligible Manitobans are now fully vaccinated and eligible to apply for their Manitoba and pan-Canadian immunization QR codes,” Manitoba Health Minister Audrey Gordon said on Monday. “In the fourth wave it remains vital for even more Manitobans to get their first and second doses to help slow the spread of COVID-19 and protect themselves and those they care about against the virus.”
